Answer:

Yes there are some conditions when Applications will not attract a fee, these are:

Adding/removing registration numbers for the same vehicle specification
Changing company trading name or details, such as postal/physical addresses
Minor variations to route (see explanation of a minor route variation)
Request to amend road and travel conditions.
