Answer: 

For safety reasons, the NHVR is unable to grant ‘all road’ access or a 'blanket approval for all roads' on permit applications.

 

If you require this type of access, you have the option of seeking a Clearance Authority letter from Road Managers (such as local councils) and third-parties (such as Utility companies).

A Clearance Authority letter is a document that provides consent from the recognized authority that the operator has satisfied certain requirements to allow travel on, above or under infrastructure under the authority’s control.

Operators are able to approach a Road Manager or third-party prior to submitting a permit application and request approval for specific access within the boundaries of the authority.

 

The Road Manager or third-party will then assess the request and if approved, a Clearance Authority letter will be issued to the operator for the requested access.

 

NOTE: Clearance Authority letters should then be uploaded to the NHVR Portal as an attachment with your permit application.
