LGA Road Managers

Road Manager Challenges

NHVR Maps, scheduled release 2022 to all Road Managers, will enable you to manage road ownership and heavy vehicle networks directly.

How will NHVR Maps help meet the daily challenges that Road Managers face?

ChallengeHow we will visualise this on NHVR Maps

How can I visualise segments of road that I own directly on a map.

How can I see where specific road segments stop at borders, for example council, state or private boundaries.

Road segments are owned by road managers and each segment can be viewed, updated, transferred to or claimed by another road manager, if both parties agree.

This screen demonstrates the selection of the road manager, where only bordering or state road managers appear in the selection options.

Note: Correct road ownership is key to ensure that permit consents go to the right road manager. This leads to quicker processing times and will limit the number of incomplete applications.

How do I visualise heavy vehicle networks on a map?

Our national heavy vehicle networks will be easy to use, updated in near real-time and will have a consistent look and feel across all states. It will be simple to turn on networks and they will look great.

Can I update heavy vehicle networks on roads I own, directly onto a map quickly & easily, without the need to go through a state or NHVR intermediate?

I want to make changes to heavy vehicle networks and have them applied to permits and access requests much more quickly than currently happens.

Updating gazetted networks or pre-approved roads will become easy and will be self-service for road managers.

How can I visualise roads owned by council, state or other entities at a glance? For example:

  • Red roads owned by the Jurisdiction
  • Green roads owned by Brisbane LGA.
  • Other councils displayed in different colours. We use an 8-colour scheme so neighbouring councils have different colours.

Note: each council has own colour making it easy to see boundaries.

As a Road Manager I want to be able communicate with other councils or states on collaborative projects and requests.

For example, if I want to amend a Heavy Vehicle network that flows into a neighbouring LGA and would like them to also consider the same network update then our NHVR Maps! tool with enable these conversations. All conversations, interactions and records will be maintained in NHVR Maps so we can always have a record of any decisions we've made.

How can I change attributes of a road or asset directly on a map that I own quickly and easily?

Attributes can be things such as road surface, speed limit, road type, direction of travel, name, proposed road and many more.

This can be done within the OpenStreetMap base layer, which will flow through to NHVR Maps within 24 hours of it being changed.

No direction of traffic flow indicated!

As a road manager or an NHVR team member, I can add the flow of traffic easily to a road in OpenStreetMap; which will appear in our NHVR Maps application almost instantaneously.

Fast Facts

  • With approximately 479 councils in Australia the changes we are making are quite dramatic and full of benefits for Road Managers.
  • Each Road Manager is tasked with managing heavy vehicles access, responding and communicating to the NHVR regarding access permits and often communicating with bordering council and jurisdictional road managers.
  • Each state has their own mapping system, process and teams updating their heavy vehicle networks on behalf of the councils and also reacting to calls from industry, associations and operators.
  • Real-time updates can be made in OpenStreetMap to reflect changes in conditions, access or geometry which will be reflected in NHVR Maps within minutes.
  • Councils often talk to each other, in joint council sessions, or through relationships built over time - our NHVR Maps! application can capture all communication and discussion about network proposals or changes in the one central space - never lose attachments, pictures, data or decisions about important network changes.
  • We are building the NHVR Maps mapping app that's informative, interactive and functional to ensure Local Council Road Managers can manage heavy vehicle access to their roads.. We're incrementally releasing features and functions for a Q4 2021 prototype aiming to continually add features and value through 2022 and beyond.
  • Throughout 2022 and beyond, we will be building more and more features, functionality and benefits in the Heavy Vehicle network area for Australia.
  • The team are running regular demonstrations and if you want to come to a demo email us at spatial@nhvr.gov.au and we'll tell you more.

Consultative Approach

The National Spatial Program is consulting regularly with Council Road Managers to understand their pain points, features and functionality that will help them in their daily roles and to ensure we build an application that is relevant, fit-for-purpose and will make it easier to manage heavy vehicle networks.

Frequently Asked Questions – LGA Road Managers

The new NHVR Maps application is now available for specific road managers.

Q  How do I get access to the NHVR Maps application?

A  If you are a Road Manager then express your interest to spatial@nhvr.gov.au

Q  What is the purpose of NHVR Maps?

A  NHVR Maps allows Road Managers to administer their own roads, road management of them and updates to HV Networks directly on one centralised mapping system nationally

Q  What are my login credentials to NHVR Maps?

A  If you have access simply use your Portal credentials

Q  How can I reset my NHVR Maps login

A  Use the Portal reset password feature

Q  How can I visualise segments of road that I own directly on a map?

A  Zoom into the map in NHVR Maps to view the roads and networks within your LGA. Select any road to see road ownership details. You can update them if required.

Q   How can I see where specific road segments stop at borders, for example council, state or private boundaries?

A  Find a road that traverses your LGA or state border and select the road. Any segments that fall across the border or that lie either side should be marked with a road owner, or should be marked as unmanaged.

Q How do I visualise heavy vehicle networks on a map?

A Select the HV network option in the legend or click on the HV selector tool in the top left in NHVR Maps

Q  Can I update the ownership of roads that I own, directly onto a map quickly & easily, without the need to go through a state or NHVR intermediate?

A Yes - you can claim unowned roads using NHVR Maps by clicking on roads within your LGA or state boundary (depending on your role). Any updates that require approval will be sent to the relevant road manager.

Q  Can I update heavy vehicle networks on roads I own, directly onto a map quickly & easily, without the need to go through a state or NHVR intermediate?

A In the pilot you will not be able to make changes to HV networks within your LGA or state. However, if there are changes that are present in the state map that are not reflected on NHVR Maps then contact spatial@nhvr.gov.au and we will ensure they are reflected in time. During 2022 we will roll out functionality to help road managers self serve.

Q  When will I be able to make changes to any heavy vehicle networks and have them applied to permits and access requests much more quickly than currently happens?

A This will happen as we progress into 2022. Changes to HV networks will be made in NHVR Maps and then will be reflected automatically in any future routing, permits and applications etc.

Q  How can I visualise roads owned by council, state or other entities at a glance.

A In the legend component of NHVR Maps there is a toggle to turn on and off State Roads. Any other roads inside of an LGA are represented by white roads. If there are other boundaries such as parks, forestry, private organisations or ports and airports then they will also be identified by their respective boundaries.

Q  As a Road Manager I want to be able communicate with other councils or states on collaborative projects and requests.

A If I want to amend a Heavy Vehicle network that flows into a neighbouring LGA and would like them to also consider the same network update then our NHVR Maps! tool with enable these conversations. All conversations, interactions and records will be maintained in future in NHVR Maps! so we can always have a record of any decisions we've made. This functionality does not currently exist but will appear in 2022.

Q  How can I change attributes of a road or asset directly on a map that I own quickly and easily. Attributes can be things such as road surface, speed limit, road type, direction of travel, name, proposed road and many more.

A This can be done within the OpenStreetMap base layer, which will flow through to NHVR Maps! within 2 hours of it being changed in OSM.

Q  How do I perform a road ownership change?

A In NHVR Maps - select the road segment to change - in the pilot only one segment can be updated at a time. Select the new owner from list provided - this will only list the neighbouring LGAs or State.  Emails will be sent to the new owner to accept or reject.  Road is updated with new ownership.

Q  How do I update a service road to a street if it is incorrectly marked?

A Update OSM in the underlying map.
