Minor update to areas of the NHVR Portal - Customer Module

Permit application screen:
- Added text for Tow Truck vehicle amendments "Only registration plate changes are allowed for Tow Truck permits"
- Updated length field for all Road Train applications
- Added carrying counter weights toggle for SPV's (Hydralift)
- Added a confirm vehicle component checkbox to each component of a configuration (class 2)
Integrated route planner:
- Raised a prompt when a user indicates to swap the route type
- In route import load applications associated with a Route Id and provide as a dropdown box
- GET ROUTE:
Get Route - changed the import rules to include Route ID instead of application number.
- Added Pre-Approval Metadata to Road Update
